Game Console Support

As the title states... both, F1 & F2 are okay. The orange charge light remains steady when charging, however... the green light NEVER comes on! -

Here's what I do know...

Power switch is ok
~1.4 ohm across L2
~200 ohms across EM10 (what is that btw?),

Test points on PWB...
Vin = ~5.33v
BT+ = ~4.17v
INS- = ~4.53v
INS+ = ~4.61v
VDET = ~4.22v
PVDD = ~4.13v

The fuses appear to have never been tampered with (no solder blobs or shorts), and things "seem to be" working on the right side of the board, however... the board acts pretty lifeless on the left!

Any ideas??? - Where should I go from here?
